Then try considering “User Account Access” issues. Try “Run as Administrator”. As it has worked for many and it might do for you too. Either on report builder or IE where you launch Report Builder from.

User does not have required permissions. Verify that sufficient permissions have been granted and Windows User Account Control (UAC) restrictions have been addressed
I have created NEW SSRS report having code of 44000 lines. It is having 25 Line charts.
When I try to Build or Run the report it fails.
When I remove few charts and Build or Run it works.
How to resolve this?

Do you need to show all the charts at once?
Try loading the report empty without default parameters also try making them conditionally visible and break your report in sections with page breaks this will make it lighter to load.
